Dr Alexander gave oral evidence to the House of Commons Treasury Select Committee on 23 June 2009 on the UK banking crisis and regulation.

Dr Alexander commented on a range of issues dealing with prudential bank regulation and bank corporate governance. Specifically, he called for UK bank regulatory capital to consist primarily of financial instruments, such as common equity shares, that can fully absorb bank losses. He also called for the EU Capital Requirements Directive to be amended, so that regulatory capital can have a harmonised definition across EU states, and stated that there needs to be increased supervisory consolidation across Europe to deal with the systemic risks posed by banks with cross-border operations.
